What is frame rate?
Frame rate is the number of frames that the movie shows for each second of run time. If the frame rate is 24 frames per second the movie shows 24 frames of the timeline every second.

Why is the frame rate set to 12 frames frames per second?
Most movement can animated at 12 frames per second. only fast moments need to tween at the full frame rate of 24 frames per second.
