Open conditional formatting options:

Set the conditions:

In the "Conditional Formatting" dialog box set Condition 1 to:
"Cell Value Is" "greater than" " 7 ".

Set the associated format:

Press the "Format" button.
Change the Font style to bold and the color to "red" then press the "OK" button.
