In the first column the division 15/21 is converted into a percentage, the second converted into a fraction and the third into a number to four decimal places. Excel is taking the same internal result from its calculation of 15/21 and reformatting the answer it presents each time.

Note: In each example the result is rounded, the most noticeable: 19/21=1 when the results are in fractions.
